If I recall correctly from many years ago...It is probably the contact inside the turn signal stalk. When you pull the stalk toward you it makes contact with copper strip and the high beams illuminate. You can see at the bottom of the stalk the copper contact strip. You will probably need to pull the turn signal stalk out of the plastic housing. If you move the up, down and back you will be able to figure out how it works. Try to pull the copper strip up so that the contacts touch more easily. Should work. This was something I did about twenty five years ago so my memory may be a little foggy, but give it a try.
