That's exactly what I said so you read it right.
OP wants to take and republish the work.
Whether he intends to profit from it or not is not relevant.
I've been involved with way too much of this type of stuff over the years.
This stuff is intentionally worded to be interpretive.
Not saying Pelican intentionally tried to obfuscate because it's fairly standard boilerplate you'll find everywhere.
One thing I've found about litigation, it rarely resolves who is right or wrong, it just determines who had the better attorney.
Example, I know that the difference between using refundable instead of recouple in a 10 page contract is worth $7 million.
