Who did the build? There is a certain "well known Bay Area" engine guy who does house calls who I would not be surprised at all if he's the one who did the work. We had a problem with an engine that would not run properly even after many times taking it back to said builder for diagnosis. Turns out the cam timing was not set properly for the type of engine (1975 2.7) - had to take it somewhere else and pay much extra $ to get it fixed properly.
I had him set up my Weber carbs but they never really ran properly after he was in there. I finally bit the bullet and did a diagnosis myself, the float bowl levels were WAY off, looks like he never bothered to check them.
