Those initial cutting out symptoms are consistent with a failing speed limiter relay, as John and Scott mentioned. Easy to disconnect it, and if the cutting out goes away, you've found the problem.
Here is a bulletin on the speed relay. I would definitely start there. The relay is a black rectangular box, just disconnect the white wiring harness connector from the bottom of the relay. I think access through the trunk is easier than pulling the fuel gauge:
