Sounds like a job for a community organizer!!!!
City council members don't like negative attention or noise. I suggest you start making some noise.
Letters to editors, interwebs, organize car groups and enthusiasts, RV clubs, whatever. reach out, get enough people involved, put the pressure on. They'll cave like a house of cards.
can't offer anything for the other issues, cept hand in there. It'll get better.
