You are correct about the fan operation for the use case you cite. Another important one, engine on, moving slowly or not moving.
If it were me, I'd reinstall it.
Some owners, especially those in hot climates, even raise the engine compartment lid and use an external fan to blow into that area right after parking in their garage.
