They built over 100 yards of bleachers for the film, so maybe they "recreated" Le Mans in Cali versus trying to turn back time.
Also in one of the video links, they say that they did have some CGI (people in the bleachers versus hiring 50,000 fans to sit in them, and some of the background scenery). I think the point is that the cars/racing isn't CGI.
