No.
The energies at these wavelengths are not sufficient to knock electrons loose from DNA molecules, much less protons or neutrons. Alterations in DNA are what 'causes cancer.'
Cosmic rays & X-rays have MUCH shorter wavelengths and thus higher energies. They do cause cancer.
