The purpose of an HOA is so that all of the houses look a certain way while the developer is still selling houses. The "terms" are usually that the last lot in the development is sold. After that, the developer could give a crap about what happens with the HOA (as its purpose is complete) and they often morph into a place for overbearing busybodies to impose their will on the neighborhood.
