hotshot -- even with the rotary fan knob on zero or one (which you confirmed are the same in a prior post), my footwell and engine heater fans turn on and run -- the footwell fans run faster on 2 and 3 and pulling up or pushing down on the levels will incrementally raise/lower the footwell fan speed too.
Worth checking (and easy to check) that your footwell heater blowers are both functional, as they do lock up after becoming squeaky (and, depending on when your 86 targa was manufactured, may well have blown fuses too -- my July '86 production targa has fused footwell blowers, earlier 86's didn't)
