The single wire in the column attaches directly to the horn button in all cases.
You're just completing a ground circuit through the steering column. If you have two tabs, one goes to the horn button, and loops to the adapter plate (because the horn button is plastic and the adapter plate is making contact with the metal on the steering column.) If you have a single tab, the wire goes to the horn button and the horn button will have it's own rigid wire on the side that makes contact with the steering column.
