At a minimum using just the IP we would have expected an invalid certificate warning. Indicating that he could at least reach the web server and something else was the issue (possibly DNS). The OP got a server timeout using just the IP. The OP also states that all the other websites he goes to work just fine.
Still standing on not DNS.
