I suffered from the same thing. I work in warm dusty environments, and when it's cold weather my fingers etc. get splits that bleed. A chemist suggested scrubbing the hands gently, but for an extended period with a pumice stone, then coating the hands with a product called Silic 15. After applying, put on some surgical type gloves for an hour, then remove the gloves and let the cream dry by itself. I have not suffered the dreaded bleeding cracks for four years.
