I have severe eczema on my hands. She needs a barrier cream not a lotion. When washing her hands don't use really hot water and pat dry, don't rub. There are a couple options that work for me.

Vaseline at night with gloves.
If it gets too bad she may need to see a dermatologist. They have access to other options. Good luck.
