During the winter here in Columbus, they crank up the chemicals in the water during the winter, and my skin drys out terribly. Nothing that lotion can't fix, but it pretty dramatic when they make the change.

Try Corn Huskers lotion.
I did not read all of the responses but saw some good advice wrt lotions. I've had dry skin all my life, had eczema as a kid. Family trait, we all have fair, dry skin. Some people have lots of natural oils in their skin, I've always envied those people unless it goes overboard, which is just as bad as dry skin, I guess(?)

HD touches on an important point, the quality of the water coming out of your pipes at home. I worked in the water treatment business many years ago and learned a lot about the pitfalls of hard water and chlorine on skin and hair, etc.

If you are lucky enough to live in a place w great municipal water, like Seattle or NYC, (believe it or not), your dry skin would be 10x better before you even put on any lotion, just from the water. The water in L.A. is pretty hard but it actually varies quite a bit even within the city and county, depending on where your supply comes from. Desert places like Vegas and Phoenix probably have terrible water, I'm imagining but don't know for a fact.

Anyhow, the best solution if you own a house in a place w bad water is a good water softener w other filters in the system, such as for copper and chlorine in shower water. I live in an apartment most of the time in a really old building, (1920s), and use a filter that fits on the shower pipe. Got it on Amazon and it's a big improvement from using nothing...not much softening but great chlorine filter, etc. Might be the placebo effect but it seems really noticeable to me from the used up one it replaced.

I bought this one based on reviews, happy w it:
