I had one specific winter I had the crack and bleed.
Hand lotion did work though. Never let it get that bad again.
In my case I was in a lot of contact with machining liquids that weren't PH neutral throughout the day; plus cold and dry air.
I think trying to figure out why is a good step to figuring out what.
