Because quite frankly zebra crossings are quite universal and the only real thing that gives pedestrians right of way in traffic.
Having the white line by the side of the road interrupt as "right of way" pedestrian crossing, really not something that makes any sense because it's barely visible to anybody.
Russia has even done campains in recent years to get drivers to stop for zebra crossings.

It's quite known that there are very little pedestrian crossings and peds can and will walk and cross the street just about anywhere. without any crossing
