technically, in the US, once a pedestrian is in the road, they have the right of way. If you're driving a car, even if the ped is crossing illegally, you've got to stop or try to NOT hit them.

peds can and will walk and cross the street just about anywhere. without any crossing

Hell, I do that, but then I know how to look both ways and not get run over.

Brandishing a firearm is probably more popular in certain areas of Moscow then in the US

I have also seen lots of videos with folks brandishing guns in the Russian videos. That seems to work surprisingly well to deter the insurance fraudsters.
