The big difference, the cicadas that we have in Oklahoma all summer are food for all critters. My dogs they they are tastier than dog treats. They love to eat them. Cicadas have no defense except numbers. They don't eat anything and die quickly after mating. They only eat as grubs in the lawn.
Grasshoppers and locust have a nasty almost inedible tobacco like guts and very few things will or can eat them.
If the locusts were actually cicadas they would be farmed and harvested as a tasty snacks.
