Sounds like Toto has developed a team that is fully integrated and committed. Money provides a platform but does not indicate success. Look at Ferrari. They have the funds and can't get out of their own way

Culture is the one thing you can't buy your way out of unless it's the head of ops or someone you can replace (money), but ingrained culture and holier than thou attitudes from the company and chiefs down can and does ruin a team (Ferrari example is a good one)
