generally ok without extra o2 up to 14000 feet.. (highest ski resorts in europ is around 13000 feet)..
I'm sure there is some margin out to 15 maybe 16000 feet, but I doubt you want to go much higher then that without a bottle.
Some people can take it, but it depends a lot on physical condition, being used to the altitude or not..
They recommend altitude training exercise at simulated 10000 feet for 5-6 weeks, to prepare the body for Everest base camp at 17500 feet
