Also remember WW II U boats were not true submarines, but rather submersibles. They spent most of their time on the surface. Sometimes they didn't even dive to attack.
Of course, when your deck is only a couple of feet above the waterline in the North Atlantic, you're going to have a lot of rust prevention stuff on everything anyway.
