If the site Is responsive for mobile could be any custom scaling was overwritten
Kinda depends on how they moved it, couple ways to do it, if they did a fresh base install and imported the original site this could happen

Turned out to be a database issue. I used "Upwork" and found someone who could fix it. Done in 40 minutes...
And then I changed all of the passwords...and deleted the temporary user name.
