Sounds to me like the Diesel Bros ought to counter sue the watch dog group. Evidence. Denver isn't in Utah. Who knows what happened after the vehicle was delivered? Or was it picked up? First must be an investigation as to how the vehicle was transported to Colorado. The article didn't reflect any investigation.
If anything, the Utah Physicians for a Healthy Environment should be found to be in violation of the law, and state authorities, on both sides, should pick up charges for transporting a non conforming vehicle across state lines.
Totally ridiculous.
