Well, it's probably a multi-billion dollar industry. Just think of all the "commercial ventures" out there that sell products to circumvent EPA regs (cat bypass pipes, "racing" cats, tuner chips, OBD piggyback modules, DPF delete kits, etc.).
Sounds like selective application of the law, due to a bunch of whiny granola-crunching smugtards.
FWIW, I am NO fan of idiots "rolling coal" either, but an $850K fine seems excessive.
