Exactly. Tons of "may not be street legal" products are sold every day. The burden of following the law should be on the end-user.

If you personally buy something that a race company sells labeled not for street use and put it on a street car, it is you personally who is breaking the law, not the product manufacturer (unless they lead you to believe it WAS for street use. But any ones that are still in the market have warning labels.
What I am more concerned about is that these guys are the low hanging fruit though.
Its easy to see coal rolling as antisocial.
How long before a car used at the track, is seen as antisocial and just showing up at a cars and coffee will get eggs (wait not eggs, that would be exploiting chickens... perhaps tea leaves ) thrown at your car in a similar way to what happened with the fur industry.

If you have been following any of the SEMA bulletins you'll know that SEMA has been pushing back hard on this for some time. By now the EPA was supposed to have a law banning turning a street car into race car for track use only, but, SEMA worked for you on that to fight it..
