We get stuff like that regularly here. One time our dumpster was loaded to the top with busted up cement, with two dumpsters full of yard waste piled next to it. Building maint. guy had to remove the busted up cement by hand. They have short little dumpsters for that sort of stuff.
Surveillance cameras and lights were up within a few days.
Homeless campers leave trash everywhere but in the dumpster.
