Try a citrus based cleaner it might do the trick . Grout is tough to clean if it hasn't been sealed on a regular basis . The dirt/grime gets IN the grout not just ON the grout . If citrus based doesn't do it you'll probably have to use a gas mask  with a stronger cleaner . We do not have grout but my wife uses Kaboom tub/tile cleaner . Yep it stinks like death but wow does it clean .
