They were probably feral kittens that someone took in to get spayed/neutered with the intent of managing population control. They may have fed them on a regular basis so they got used to people. Our neighbor fed a group feral kittens before she moved but never spayed or neutered them. We were able to trap them to get spayed/neutered and the vets clipped their ears as a way to identify that a cat's already been through this procedure. So if its got a clipped ear its been spayed/neutered and was at least feral as a kitten . Our group is all grown up now and a few of them are super comfortable being picked up played with, basically normal cats.
