If your car was bought in the US, then it definitely had a catalytic converter on it, regardless of what state it was sold in.
If it's missing, that's an automatic fail. The cat is the one part of the whole setup that the smog tech is going to inspect most closely. It has to be either OE or an approved aftermarket -- and they will read the serial number off it.
