I know you asked Fred but...
I'd guess it's because you can buy axle shafts pretty cheap for modern cars. If you look at the time it takes to disassemble, clean, reassemble, pack with grease... the cost of labor to replace a boot will be about equal to the cost of an entire new half shaft.
