Time will tell but my guess is that he was not willing to let sailors die while the Navy command wrestled with politics. As such, he fell on his sword. His first 5 words above seem to be ignored by many. The TR was in safe waters and not under any imminent threat. He will be vindicated in the realm of public opinion, but suspect the Navy will protect its own, perhaps for very good reason.
