If we've learned anything from the Nuremberg and Hague War Crimes Trials is that simply following orders does not insulate you from legal or moral peril. Had Cozier not elevated the concern and assuming his fear of help did not arrive in time (and heaven forbid it didn't lead to a nuclear incident) and dozens or more of sailors died, his defense of "I was awaiting orders" or "I was following orders" would not have protected him.
