I repaired my speedo gear and cleaned the speedometer glass at the same time. Other than dust it was very clean.

When putting my gauges back in after the LED upgrade I started to put in my oil/fuel level gauge in and noticed the glass was dirty almost like someone has been in there before.

Upon further investigation on the ring this is the first time its been open. Am I correct in assuming there is something on the entire gauge like a film of some sort? It doesn't feel smooth like glass and there is a texture kind of like a sticker or film.

What is the best way to clean or what have others done? There are specs of something on there that I can't figure out why... This is for an 87' 911.
