After a few years of flight sim as a stupid person, having much learning difficulty, the flight rules still seem abbreviated and gibberish to me as well.
Why not simplify it:
1). Why are runways labeled "22"? Why aren't they "220"? As in 220 degrees. Add a distance for the final leg beacon.
2). ATC controls a runway and cross traffic with computers. One push of an authorized button confirming what the radar system believes would put up a big warning sign "Do not cross" next to every intersection to every taxiway adjoined. Break it down to simple parts. Pilot must confirm before crossing in case of computer system failure. It's not that difficult.
3). Taxi-to-gate after the runway should be a unique set of lights. Follow the yellow brick road to home port (er...or starboard). They might flash for "expected incoming but not arrived" to keep ground crew safe and aware. It makes a welcome home to the pilots.
