I've met people who think they can work around salvage titles and Certificates of Destruction, and I've known a few who have. But usually with the COD you have a car that can't be titled or driven. FL gives these out more than a lot of states, don't know why. There are a couple of tricks people do, like KY only has one kind of salvage title, salvage rebuildable. So people take FL cars with a COD, sell it to someone in KY, then they have a rebuildable title, a "title wash". But even then you still have a car with salvage history so de-valued.
