I think it was some failed venture but not sure.
It's definitely not as spatially-efficient as those vertical Russian/US NYC project apartments but maybe more 'open'.
Some other Mexico City neighborhoods might look 'worse' when multiplied by miles of square roads.
(The alternative spectrum would be Rio de Janeiro favela chaos up in the hills.)
We sit in moving boxes daily amongst all the other moving boxes during our daily commutes and consider it 'normal'.
Even with a measly 20 square feet of front yard to customize...a kids park nearby, a 'nature' area within reach, and a communal space to congregate, might make it almost 'livable'. It should have been broken up into smaller pieces imo. But everybody still knows their neighbors and what is going on. And that's what makes the chickens domesticated.
