johntucker -- think the hardest part of this operation is going to be coming up with a way for the cigarette lighter to serve as a switch -- you might want to consider using an intensive wiper switch for this --

these each have the right mechanism, pushing it causes the circuit to complete and releasing it causes the circuit to open -- and they can each be installed into cutouts that have already been made in your dashboard (you'd simply need to cut the vinyl covering to access the cutout).
