clearly not in your first pictures it's very visible that people behind the accident are in a jam
and people passing the accident aren't speeding up as much as they should... because they are busy looking at the accident. and taking pictures.
There's only 2 things anybody should do when the last merge has been done :
1 Look ahead
2 accelerate as much as possible to allow as much people as possible to pass as efficiently as possible.
look up bernoulli principle
If the diameter reduces, velocity has to increase

If it doesn't , somebody or thing is blocking things.
