First, and after you remove the dipstick tube, cut a notch in the bottom of the tab below the hole so in the future you don't have to take the bolt out, just loosen it and slide the tube right out. I'm not clear on the other question of the tab. It does sound like you may have it in backwards, since it should slide right in the hole.
