My guess is that the fine is to deter honest folks.

Have you ever been in a parking lot in a shopping center and seen parks with signs that say something like "this parking spot for Bob's Rug customers only. All others will be towed." Again, it's a deterent. Unless the park is right in front of the shop, they have no way of knowing, and they are unlikely to alienate customers that way.
