My daughter-in law left for Canada to visit her husband two days ago. He was due to move to the US permanently in September, but now the US won't let him in under any circumstances. Ontario is under a 14 day quarantine for all visitors and she was required to put an app on her phone that lets them track her whereabouts. Her entry paper states where she is going and if she deviates from the route they slap her with a $2000 fine. She has to stay a minimum of 16 days - two days of travel and 14 days in one place.
I guess bottom line is if you gas up at the state line and go right to your destination and stay there you are considered quarantined - at least by Canadian standards.
I don't know how NY would track someone's movements if they fly in from Texas or Florida. The first violation is $2000 if they catch you. I would keep a record of where you go, routes, stops, etc.
