You must test positive. If no test is available you must be in contact with a known case for a sigificant amount of time and have specific number of symptoms. Or, show specific number of symptoms after travel to a high case area.
Guidelines are specific. In all cases it is not listed as primary cause of death only a contributing factor leading ro death.

The rules/guidelines have changed back to more reasonable reporting, from what I've heard. But, for months the relaxed reporting rules really pissed off a lot of people involved.
