The premise is wrong. Cars accelerate.
Lot's of cyclists on this island. Many think they are Lance Armstrong, and are not holding up traffic. Some use the shoulder, and some drivers will still not pass for fear that the cyclists will pop back on to the road. Other drivers go wide into the oncoming lane. I damn ear got hit by some driver doing this when I walked to the edge of the road to check the mail. (not expecting someone hauling ass in the opposite lane as they pass ridiculously wide a cyclist. )
Back to your linear math.. your Da and Db are rather generous assumptions.
