Call a taxidermist in your area.

I had a need for feathers many years ago for a cub scout project. I forgot about Hobby Lobby but I called a taxidermist. He said it would be illegal for him to sell me any but when I said it was for scouts he told me to come by and he'd give me some. He worked out of his house and it had a strong Silence of the Lambs vibe.
