Definitely needs suspension pan, but the suspension pan mount looks solid so, if it is, I would be tempted to cut out and weld in just the part that was cut out. When I replaced the front half suspension pan including new suspension mounts (mine were toast), I found it extremely challenging and time consuming to get the panel to fit and get the suspension mounts into the correct position in all 3 dimensions. That said, we cannot see how much you cut out on the right side, so this might not be a great idea... looks like you also need a tiny part of the longitudinal section, but this will be easy to fabricate and patch in (I have pictures of how I did this if needed).
