If the lift is not certified, the only thing I would do is walk past it when it is lowered. I would not consider any lift that didn't meet that spec it's rated for. My opinion is the manufacturer can rate it at whatever they want to meet a certain market segment. There is a reason why it does not have the certification sticker.

You should go to U-tbe and see the videos where the non-certified lifts are put to the test...….
