Sadly, we can no longer have two volume controls (one working shower only, be it body jets, hand held or main shower but they can't be on simultaneously) in LA county. We must save water you know, gov knows best on how to save water. There's a will, there's a way. We install rough valve with a stub out and cover as much as can with tile. Mark tile, after inspection, pull them out, install trim and shower head. Done. PITA.
