Here's what they are asking. In the following photo, there is no ring gear on the flywheel. With the starter installed, the starter would just spin without resistance, and the engine would not turn - look closely at the outside of the flywheel:



This is what it is supposed to look like - you can now see the teeth on the ring gear:
