What do you mean by jumping the starter? Did you short the two terminals on the solenoid? If so this could be your problem: you are by-passing the solenoid. The solenoid connects the two large terminals on itself but ONLY after it has levered the starter pinion into mesh. Looks like the solenoid is not working. How did you bench test the starter and solenoid?
Suggest you remove the starter, connect a thick jump lead from the (+) battery terminal to where the black battery lead connects on the solenoid and another thick jump lead from the (-) battery terminal to the starter motor body. You now need a wire on terminal 50 (spade connector most likely) on the solenoid and then touch this on the where the (+) battery lead is connected. This will simulate turning the key to start. Expect some sparks! Starter pinion should move out and starter spin.
